Tech contact does not have (by default) the power to modify NS entries. The only way around this is to setup a sub-user with this access (not very convenient or common). Facilitating access delegation (especially to resellers) is something we continue to work on, and something you can look forward to "opting into" in the future. For now, you need to access the domain as the admin contact.
