It looks like registry lock and educating the registrants is the solution
for us.  We also realized that not everyone will read a notice we send
explaining the situation and/or the person receiving the warning notice
from us is not the one who receives the misleading "renewal" postal
mail; so we have placed *all* domains within our reseller account on
registry hold as a proactive step against these scams.  We explained this
in the e-mail we sent and included simple instructions on how to unlock
the domain if they so choose (via manage.cgi).

P.S. (prior to implementing registry lock) one of our customers is a
lawfirm that received a Verisign renewal notice.  Their AR dept. paid the
"renewal" and we received the standard "a transfer request has been
received to transfer the domain to netsol".  Our customer service staff
made an educated guess about what happened and contacted them.  They
immediately denied the transfer via the OpenSRS web page.  They also
notified their CC issuer to start the chargeback process.  Two days later,
netsol attempted the transfer again.  Our CS staff called them again to
make sure they were going to deny the request then we could apply a
registry lock to the domain.  I believe these guys have some really good
first hand experience with this scam and will be finally a lawsuit in the
near future.  They are very happy with our proactive action which should
result in years of business and referrals from them.
