We're actually releasing transfer functionality today (4/7) although I think
it will be test environment for Registrars for the first few days (Keith -
can you confirm this to TUCOWS please).

We understand the situation has been unacceptable for Registrars and
resellers and we apologize for this.  Please don't take it as part of a
conspiracy though.  Transfers are a revenue event for our Registry (as an
extra year is added to each domain's term) so it's in our interest to
facilitate secure and efficient transfer functionality.

Keith and I discussed this Friday and he will post details to all Registrars
in the next 24 hours.

Again, we apologize for the delays in this release.

FYI, I have a database and signup sheet already done in php, that I
did for another project.  I could easily modify it in a matter of
minutes if someone wants to prepare some text on this.

If someone decides to prepare the text, let me suggest some points:

1) They claim that transfers are insecure, and that no secure way to
do them exists.

   This is completely bogus.  The way .info tried to do it is
   completely wrong, and I can see why they do not want to go that
   route.  But the only reason not to implement another method is just
   plain laziness in my opinion.  There are numerous ways to setup a
   secure process, even if it involved a registry generated email to
   the registrant to go to a webpage with a security code and approve
   the transfer.   They will argue that they do not have contact with
   registrant, I say that I doubt they will find any registrars
   protesting as long as the communication is STRICTLY regarding the
   transfers, as the lack of transfer ability will soon hurt all
   registrars.  They will argue their system is not setup to do it
   this way.  Then maybe they need to get to work.

2) They claimed that this moratorium on transfers would be for 30-60
days.  They have exceeded that time frame.  It is time for action.

If someone wants to draw something up, I can have it up and ready for
people to sign on.

I've thought about how best to identify parties in this process, and
I've come up with this:

1) Full Name
2) Organization Name (if applicable)
3) Contact Data as it should appear (address,phone, etc)
4) Email Address

Then these questions:
1) Are you an ICANN Accredited Registrar: (y/n)
2) Are you a reseller of registration services through a Registrar:
(y/n)
3) If yes to #2, what Registrar(s) do you resell services for:
4) Are you a .biz registrant: (y/n)
5) If yes to #4, how many .biz domains are registered to you:
6) None of the above applies to me, but I am fully supporting this
effort as an internet user.

That way we can broaden the possible base of signers to include other
interest parties rather than just resellers and registrars.

If someone can get some appropriate text together, I can have this
ready to go in a matter of a couple hours.
