Also, as with .biz and .info who have this requirement, we did our best to pre-populate as many nameservers as possible at the registry before going live (or else EVERYONE'S registrations would ALWAYS fail). Only newer nameservers (created around or after we sent our nameserver list to the registry) to our system would have had problems.
If you ever come across this problem, try out the "Registry Nameservers" link in the RWI to assist. We've got a small enhancement to make this smoother (allow addition of more nameservers, and adding nameservers across registries since there's getting to be SO many of them!)
