IF you are using the RWI for the renewal (or if it's an autorenewal), it bypasses that setting (the logic being, if you have to enter the command manually, just enter it when you want to renew the domain.). The 'Process Renewals Immediatly' setting governs how our system will handle explicit renewal requests that come in through renewcgi > 2. Let-expire.
