Well it is exactly my point. No BUSINESS GRADE and no higher priced /
more bandwidth options for CONSUMER GRADE connections avaliable in most
areas. Besides CONSUMER GRADE connection stands for 1500/128 and if
person pays as you said $34.95 per month for 1500/128 and uses this the
full 100% then why this person "abuse a CONSUMER GRADE connection".
He/she Paid for it. I know people who were willing to pay for T1
connection (including setup circuts, etc) and it was not posiible to
install in their location. Nor DSL, IDSL, SDSL. Nor BUSINESS GRADE
connection with cable company (for very obvious reason Cable networks
in USA have 12 markets on which they can support BUSINESS GRADE SLA). 
So they've got 1500/128 cable. Don't know how much it costed them, but 
I'm sure they use it the whole 100%.
I remeber times when I was paying $1,000-$1,500 per month for metered
Dial UP (Not even ISDN). So why not charge people for bandwith and/or
traffic. I think most people who runs some kind of server will like
to pay more if they will have SLA or other guranties in
bandwith-traffic terms.
