So make the law even, and make it a criminal act to do it to ANY
business.

Surely you see how silly that is?  We do not live in a police state,
the law is not a tool for solving every problem in society.

A quote I wish I knew the origin of says this:
"The Law is not your mommy or daddy to go crying to every time you
have something to whimper about."
