1. Try traceroute to [200.54.138.6]
And see were it is going.
In my case after going thru
pos-1-0.core1-santiago.nap.telefonicamundo.cl
it went to 192.168.102.6
and then timed out.
2. E-mail those people to have them thier relay fixed.
