It's just directed to the wrong place. The person with the problem (i.e. the one with a contract for services from MSN) should contact MSN about the problem. This is a DNS resolver problem between MSN and their customer. It's not a domain registration problem.
Unfortunately, the way it was written, with the http URL to the site, it could easily be mistaken for spam. And there isn't much you can do to help her out, except to tell her to contact her ISP about it.
