.biz transfers?

So what's the current status of .biz transfers?

I have been informed by some prospective customers (i.e. ones that want to
transfer .biz domains to us) that Neulevel is claiming that .biz transfers
are available and have been for some time and they are blaming Tucows for
the lack of transfer ability.
