You create host records by clicking the "click here" at the bottom of Manage Nameservers in the manage interface, then supplying hostnames and IP addresses. You can *use* a host as soon as you've created it, but any registry nameservice changes take at least a few hours to become active. I believe the party line everywhere is "estimated 24 hours", which from what I can gather is customer service's way of saying "call back tomorrow if it doesn't work". Last I heard, the registry updates happen twice a day. But I haven't been paying attention, so things might have changed while I wasn't looking.
