That's 5pm, Eastern-if-we-have-time-could-be-later-or-not-at-all time. You can check the version by querying one of the GTLD servers for the SOA for the COM zone.
Just now I queried A.GTLD-SERVERS.NET and the serial number of the com zone is 2002060500. That means it's this morning's update, which is better than if it still had yesterday's date. After the evening update, it should say 2002060501.
