We first want to notify resellers, from their own file, what they can expect to have to pay. Then we must give you time to get appropriate funds into your account. Then, as part of the process of reseller de-duplication and submission, we have to ensuer that funds are appropriate before determining if a specific domain is submittable on behalf of a specific reseller, or if we must give another reseller a chance for that name (if there are duplicates across resellers).
We thought (and discussed) long and hard on the methodology to provide you the most information and time to get your chances at names, while also protecting other resellers from those that may "spoil" the list (by, for example, simply submitting all the names).
