The only thing is that for .nl there is still a local presence required. Rules are going to change soon, but then this is first for local private persons and after for foreign company's but with admin contact in the Netherlands.

To register a .NL the DNS for the domain should be working on your nameservers. So if you use your own, set them up before ordering the domain. This is similar the .DE, if I am not mistaken.
