Chuck, I don't know if you're keeping any whois lookup statistics, but it might be worthwhile to do some stress testing of whatever system you're using to limit whois access, and/or to cross reference some data and see if your port limiter is working too enthusastically.
I've hit limits on a number of recent occasions, from servers that I *know* were not doing anything untoward. In one case, the blocked host was my database server, from which I had done a total of about five lookups in half an hour. Meanwhile, my mail server does lookups at five-to-thirty second intervals whenever someone sends email to [EMAIL PROTECTED], and to my knowledge it has never yet been blocked.
