OT: Are they a registerar?

We have been starting to get SPAM from a domain site and have been trying to see if they are a OpenSRS re-seller but can't track it down. When we do a who-is at SRS it doesn't say anything about Tucows and such. Anyone know a solid way to determine if they are accredited or who they are re-selling for?  I looked at ICANN and didn't see their name.
