TDL, Inc. (a.k.a Verisign)
We get spammed for each new and expired domain that we have.
They are incredible.  I've reported them about 100 times already to ftc,
verisign, their hosting company, etc... (surprise nothing has been done).

They seem to run 3 or 4 different sites (start spamming at 19.99, then
14.99, then 9.99, then 19.99)  I can't confirm this for sure, but it's the
EXACT same design layout and pretty much the same spam message each time.

I would start out by seeing who the registrar of record of their domain
name is.
