Ok, I found the text how the EU will proceed to create the .eu TLD: Decision of the Commission on the selection of the Registry after consultation of the Member States and conclusion of a contract between the Commission and the selected Registry. (Expected either by the end of December 2002 or January 2003)
Notification of the designation of the Registry to ICANN and start of the delegation process of the .eu TLD to the Registry by ICANN (Expected in December 2002 or January 2003) So ICANN is involved, but they probably try to keep it as unknown as possible... adding the .eu TLD on the fly will hurt their theory of the stability of the Internet....
