Not necessarily.  The onus is on the gaining registrar to prove authenticity
of a transfer request.  Whatever method they employ is up to them.  Tucows
typically send an email to the admin contact, and then when they get to the
approval page we get the authcode (which actually initiates the transfer).

Either way, they'll need the auth code eventually.  You can email them this
from the Reseller's interface (feature added in the latest release cycle),
or simply point them to manage which has this information shown.
