I take it from the monotonous regularity that Verisign takes the registry
system down, that there isn't any uptime guarantees in their agreement with
ICANN?

It seems like they take it down whenever they're working on changes to
their REGISTRAR system, to prevent their competitors from offering
registration services when Verisign Registrar is off the air.

That's just an opinion, of course.
