Actually I thought they were very clear the last time there was a major discussion about the referral lists. They consider the referral lists something for only their largest resellers. Those of us who fall outside of that category are not going to be listed.
You can't count on the referral lists as a place to generate new business until you are large enough that the new business isn't that important to your model - it's just incremental business. This was explained in part as providing better customer service to those people looking for referrals - and as a perk for those resellers who are providing the most revenue to Tucows.
