They did however choose to award the contract to ISOC - which was in some
people's opinion a setup job due to the overlapping board members on both
boards - allegedly.
It wasn't as though there was not a fine selection of other potential
quality experienced operators available.
So ICANN is responsible for awarding the operation to an organisation that
seems to be unable to fulfill its responsibilities.
