there is a grandfathering process for old third-level domains

CNNIC has implemented a Grand Fathering policy to allow existing
registrants of 3rd-level .CN domain names to secure their 2nd-level .CN
name equivalent. For example, the registrant of mydomain.com.cn will
have the opportunity to secure mydomain.cn prior to the March 16th
launch. THIS POLICY IS ONLY AVAILABLE TO THIRD LEVEL NAMES REGISTERED
PRIOR TO DEC. 6, 2002. The Grand Fathering process will occur between
Jan. 6th and Feb. 28th 2003.

but I could not find any reseller contract like usual for other new domains.

Where can I find reseller contract for .cn second and third level domains?
