Since the losing Registrar has up to 5 days to deny the transfer, some
losing registrars merely ignore the request unless they get a DENIAL from
their registrant through a transfer away confirmation email or something
similar. Otherwise the time runs out and the transfer completes at that
stage.

Since the registry is not involved in transfers between resellers they
complete immediately.
