The actual link says "Tech Contact Information".

This section contains the Technical Contact information used if you are not
allowing your registrants to enter custom tech contact info
(custom_tech_contact => 0) in OpenSRS.conf.

This area also has evolved into the "General Settings" or "General
Preferences" section of your OpenSRS account section. It is probably time
for OpenSRS to examine separating these 2 functions into different pages; it
not intuitive to think that the ability to process immediately or pend
orders would be found in a link called "Tech Contact Information".
