When a domain expires, OpenSRS changes the registry status to REGISTRAR-HOLD, which both stops it from working and prevents transfers away. If you need to transfer it elsewhere, lock it at OpenSRS, then unlock it. As a side effect, unlocking it removes the REGISTRAR-HOLD status, meaning it will start working again (until OpenSRS deletes it, ~40 days hence, if not renewed) and it can be transferred. After unlocking it, you may have to wait several hours for the registry WHOIS to show the status changing from "REGISTRAR-HOLD" to "ACTIVE": http://reports.internic.net/cgi-bin/whois Some other registrars use this WHOIS to determine whether a domain can be transferred, instead of actually submitting the request and seeing if it fails, so it's best to wait until it's "ACTIVE" there before you attempt the transfer again.
