The person is correct. Transfers of .biz, .org, .us or .info names 
require that the domain owner obtain a transfer authorization code from 
you.

However, if you're using the standard OpenSRS manage.cgi scripts, you can 
just tell the user to login and click on "Domain Extras". He will see the 
"Domain Auth Code" listed there -- that's what he needs.
