Under the existing policy, a customer may transfer at any time provided that the request isn't filed within 60 days after the name is initially created. There are no other blackout periods.

Under the new policy, there is a new blackout added that prevents a registration from being transferred 60 days after any transfer. This was implemented in order to help prevent "laundering"

The new transfer policies are currently being written into the relevant contracts will be binding shortly. Unfortunately, it seems that ICANN is dragging its heels as far as this portion of the exercise goes. I'm rather disappointed that they aren't moving quicker in implementing these policies.
