I don't have any evidence to back this up, but someone with a short-term view of things would tend to roll over on a customer to maximize profits. The alternative means higher procedural and, potentially, legal fees. Anecdotally, my guess is that a registrar that doesn't have something similar to our Compliance group would probably pose a high-risk. Of course, YMMV...
