Bill,
That has always been the way transfers function.
Well, yep, but...
This is *after* the gaining registrar has positively confirmed the intent
of the domain registrant.
... but is there a requirement how the gaining registrar has to do this
confirmation? I mean I got a client complaining now that he has only
received this last transfer-away message. Says the transfer was not
initiated by him. Of course this client of ours can just simply be
retarded - as it usually turns out to be the case - but considering a
registrar with very-very bad habits, well...
The losing registrar has five calendar days to decline a transfer. If the
losing registrar does nothing, the transfer will automatically be
completed.
So it is actually the registar and not the registrant who has to decline
the transfer???
I am getting confused...

Erm.
We - I mean our clients - have started to receive transfer messages
including this:
IF YOU DO NOT DECLINE THE REQUEST WITHIN 5 CALENDAR DAYS OF 01-Apr-2004
03:36:31, YOUR DOMAIN WILL BE AUTOMATICALLY TRANSFERRED TO xxxxx
Is this serious? ["I must have missed the memo." :-)] I mean, I create a
new profile at TuCows, issue a transfer for a, say, Register.com domain,
and if the owner of the domain is on a vacation, then I have a rather
good chance to get the transfer go through - without any authorization??
...or do I misunderstand something??

ps: Sorry, I know, RTFM, but...
