Isn't a good portion of this delay due to the registrant? I mean, they
have to go through several hoops with CIRA to approve their
registration, and agree to terms, etc., etc..

It really would have been swell if Tucows had finished building the
domain
registration side of their operation before bothering with other
distractions.
