It was about time that they implemented this! Basic change is:
before: admin contact (mail) had to give explicite approval of transfer (2 times) before domein could be transfered. Many registrars used this in advantage buy 'accidently' not receiving those approvals and keeping domein to themselfs (global, not direct accusation!). after: when transfer started, admin contact (mail) will have to give explicite DENIAL of transfer within x (7 i think) days, otherwise domein will be transfered. Let me add that we use same system in Holland (for Dutch TLD) and it works very well. We have no problems with unauthorised transfers.
