seriously, the only two things I would add are that my guess is (and it is only a guess) that ICANN would far prefer this solution to status quo and that I would prefer a global, industry-wide solution with fair economics. I belive that we will all (most importantly registrants) do better in such a scenario.

This private reassignment, or bsneak backb process, will easily combine with private registrations (hiding ownership) and a domain resale system, if desired. It can be one automatic, continuous process. During active registration, buying and selling can be business as usual. However, once the domain has expired, the savvy Registrar will be allowed to step in and auction-reassign domains prior to deletion.
The details will have to be worked out, but the auction-reassignment date should be just after a payment grace period and just prior to the dreaded Redemption Grace period; the subscriber, Registrar, and reseller should all get a cut of the revenues; the subscriber should retain the right of first refusal so they can elect to keep the domain if they so desire; and post bauction,b a private reassignment could still take place at a premium to cover bRedemption Graceb up until the domain goes into the deletion period.
Indeed, there is also nothing really new here. Network Solutions has wrongly assumed the agency position by not dropping name and unilaterally paying renewals. Companies like bDomains by Proxy,b have seized the agency position with their self-serving agreements. Others, like web developers, have done this in private practice for years (keeping domains dropped by clients). All that needs to be done is for this process to be legitimized and formalized by securing permissions and playing fair. With this change, many evils are cured.
The new incentives will effectively b and immediately -- end the run-up in Registrar certifications, as well as defeat WLS before it gets launched. Itbs practical and sustainable. No valuable domains will ever be bdroppedb again. And Elliot and Ross will love the fact that domains will approach their highest and best use b and even bMomb gets a piece of the action;)

We all have the option to keep track of our names and sell them at any time, as it always has been. eBay is a perfect example.
If a person isn't using their name or doesn't intend to continue using it, they can sell or auction it off at any time, while they have LEGAL control it it.
I would suggest an alternate plan of selling the name at a special auction site preceding the expiration date, if the owner wants a financial part in the transaction.
I personally feel that if Tucows uses the name pool of their partnered and affiliate registrars expired names, they are taking advantage of their position, which I can not agree with either.
