It has nothing to do with DNS, propagation, etc. "ns.westnet.com" must first be created as a name server host under the domain "westnet.com" before it can be used as a nameserver for other .com or .net domains. It must be adding to "foreign registries" before it can be used as a nameserver for non .com and .net domains.
