Hmmm; this states that Tucows has "modified their agreements with 
registrants to secure the registrants' consent to auction the names".

Is that actually correct? That is, has Tucows modified the registration 
agreement so that even if a registrant does not explicitly give 
permission for a domain name to be auctioned, Tucows would auction it 
anyway? I'm assuming that's a mistake, because I don't see such a change 
when skimming:

... but clarification from Tucows would be appreciated.
