I used the debs from the testing link Stefan mentioned. I am on Ubuntu 10.04 with all the latest updates installed. My LibO is the same build as yours. And *I* see the LibreOffice Quickstarter "Enable systray Quickstater" option on the Tools > Options > Memory page. I don't see a Quickstarter, but it was there the first time I opened LibO after installing it. If someone can tell me the bug report for this, I'll be happy to add my comments.
