I disagree... the way I see it working is:

1. The devs provide one standard 'diff' file for any/all platforms to
use - it would be up to the individual packagers to take that diff and
apply it according to the standards imposed by their package management
system.

2. The current 'internal' 'updater' (which is more like a notifier and
download manager now) could become a Windows-only true 'Updater' that
applies the diff in the 'Windows way' (just please don't make a system
reboot a requirement)...
