Because there was no legal entity - that is why a Foundation was needed
from the outset. The only legal entity associated with OOo was Sun then
Oracle (apart perhaps from some specific national organisations). It
might be arguable in a court that what oracle has done is illegal but
even if so who has the money to fight a lawsuit with Oracle? They will
say that LibreO is a fork so anyone joining LO is effectively leaving
the OOo community. There has already been discussion to that effect on
the OOo marketing list. 

I think we need to move on. Put the energy into making LibreO strong.
This is why I'm proposing alternative methods of raising development
funds, then the community through the Foundation is not dependent on any
big corporations and we can enable community members to set up their own
sustainable businesses based on LibreO and services based on it.
