One small problem with this idea: there is no such a thing as "small components" on LibO. Everything is shared. If you look at the installer package (for example, the rpm files for a Linux install), "Writer", "Draw", etc accounts for only a couple of megas, the whole thing is on "core" packages. To break the install the way you want a mayor redesign is needed and surely this will break not only the install... Right now, by not installing some components you gain lot of troubles and only a small disk space. Of course, this also apply to bandwidth: download LibO without, say, base will not give you a much smaller package.
