AFAIK, there isn't one but maybe there should be. Here is a simple procedure in case one doesn't exist. Establish a simple Forum called proposals. People with ideas post an outline proposal to a list limited to say 1000 characters. TDF committee review the list every month say and short list priorities to gather further information. If something looks feasible and is a high priority LO officials approach the relevant parties. It occurs to me that this would provide more focus to the discuss list which often seems to do a lot of discussion without much scope for outcome. It wouldn't replace the discuss list, just provide a logical extension to give project ideas more chance of happening. A lot of what gets discussed has been discussed going back years on the marketing and discuss list but the perception for me was that most of it wouldn't happen because Sun decided the agenda.
