The University of Wisconsin - Eau Claire has had a similar policy. However, there are some parts I like better and some I like worse. They only send e-mails to people who are uploading to many different IP addresses -- if you just do some light uploading as part of your web experience or light file-sharing between friends, you won't get an e-mail. However, the e-mails they do send out contain links to RIAA propaganda pages, and there's no opt-out option -- they just spam you with e-mails. I think I forwarded an e-mail I got from them a few years ago to this list, and if I can find it again I'll re-forward it.
