Must be licensed under that scheme... or else it's not following the
license terms, and therefore it's a copyright violation.  Since the
work was not so licensed, that means its either fair use or a
violation of the Wikipedians' copyright.

The CC licenses make clear that violating the terms of the license
means that the violator no longer has the right to use the work under
the license.  It doesn't say or imply anything about involuntary
licensing of derivative works.
