Hi Terri,

For repository owners, they can generate citable DOIs through zenodo and 
through OSF. OSF is nice because it has a lovely project metadata page and can 
point to gihub as a datasource.

However, if you're not the owner of the code, it seems to be incredibly rude to 
create a permanent reference to the code other than what the authors want. Some 
authors have specific citation requests in their readmes, i.e. 
https://github.com/neologd/mecab-ipadic-neologd#Bibtex

If you're citing the code, make sure you cite a release or commit, because 
otherwise folks will be targeting a different version than yours (i.e. we made 
a specific tag for our SoftwareX release: 
https://github.com/FAIMS/faims-web/releases -- obviously only the maintainer 
can make the release, but anyone can cite a commit. This is also the 
opportunity to mint a zenodo DOI if that's the direction you want to go in.

So, like all citation questions it's a question of who your end consumers will 
be. If it's a journal, this is a "ask the editor" question, unfortunately. 
Otherwise, the details will depend on rights and plan-of-use.
