https://carpentries.github.io/instructor-training/etherpad/index.html is the 
template I built for this exact pain point. I'm currently working on a more 
generalised version that can go into the workshop styles and I'd be delighted 
to chat with you on slack about what changes my template could require in a 
more generalised sense. I've tested my save page to disk and it works, but 
etherpad is *very* picky about what sort of HTML it accepts.

  I don't think it's possible to import an HTML file for general users. There 
is a way to do it using the etherpad web API but it requires a key. This key 
would also give access to other functionalities (like deleting all etherpads) 
that makes it impractical to share publicly.
