In my experience, within any institution, the most effective
approach is to collect the names and e-mail addresses of
the chairs of the relevant departments (e.g., STEM departments,
STEM research institutes/centers, etc).

Write the text of the event announcement e-mail, then above that
put the following:

---

CHAIRFIRSTNAME,

Can you please forward the e-mail below to all the students,
postdocs, faculty and staff in your department?

YOURFIRSTNAME

[Text of the e-mail]

---

Note that it's MISSION CRITICAL that the chair's first name
be at the top of each such e-mail.

(But it doesn't matter whether you've ever met them.)

In my experience, putting their first name at the top
increases the probability of uptake by an order of magnitude.

Not every chair will forward your e-mail, but many will.

And all of them have mailing lists of everyone in their
department, so it's easy for them.

If you're willing to put in even more labor:

You can collect the e-mail addresses of all the relevant
faculty (and other PIs) in all the relevant departments, and
send a similar e-mail to each of them (with their first name
at the top), except ask them to forward it to everyone in
their research group.

That's much better, because some of their students will
misinterpret the forward from their advisor as an order ....

If you're interested in hitting other nearby institutions,
use the same approach.

It's amazing how willing chairs and faculty are to forward
e-mails that you've asked nicely about.
