Basically, I'm going to propose removing all the 8-bit character sets
*except* Latin-1. (Latin-1 is too widely used as a stand-in for
ASCII.)
In the US Latin-1 is widely used, but f.e. in the Russia koi8-r & win-1251 are widely used.

Would anyone here miss any other encodings? KOI8-R? 8859-9? 8859-4? etc.

I see value in preserving only ISO-8859-1 and ISO-8859-15, along with
UTF-8 which should serve the entire world. But before I start nuking
things, I want your opinion. Do you use these encodings with illumos
or Solaris?
I use koi8-r & windows-1251 in the PostgreSQL and nginx. In the new projects I use utf-8 only, but I have some old code which I can't rewrite now.
