By a stroke of luck I found a (hardware) solution to the problem. The chenbro chassis has an "LED board" that uses a small signal cable to connect the backplanes together. I found that with a backplane detached from the LED board, the activity LEDs on that backplane would work immediately. It turned out that one of the settings on the LED board was a dip switch on the board which toggles "HDD staggered spinup" (default off). I believe the board must try to turn this off through some manipulation of HDD pin#11, which apparently is used either for disk activity or for staggered spinup (or both?) depending on implementation by manufacturer. By flipping the staggered spinup switch to the on position, now all disks indicate activity normally on the backplanes and LED board.
