It is a limitation though it's a sensible limitation in your use case. COMSTAR maintains a view map for each tg + hg tuple. Since you created a LU view without a specific hg or tg, the view is created for default "All" hg and "All" tg. When you create a new view with a specified hg, you essentially have two views one for All and one for the new hg.
