I have always had the belief that IPS was developed outside of Sun, and looks
like it has been validated.
Please read the comments by a certain "Shawn Walker-Salas" at the link;

Shawn worked at Sun.
Refer the 2nd comment of the 2nd answer to the question posed at that link. It is by
"Shawn Walker-Salas", where-in he mentions that he worked on IPS before he
worked at Sun or Oracle.
It is interesting how much faith you put in discussion forums which
are not original content. There was a weath of information on Sun's
OpenSolaris discussion forums which also had an email-based interface.
I have certainly collected a large number of forum postings (via
email) from OpenSolaris developer discussions, but not regarding IPS
since I was not interested in that.
It might interest you to be aware that Ian Murdock (founder of Debian
Linux and its 'apt' package system) became a Sun employee and was
appointed head of Project Indiana, under which OpenSolaris and IPS
were originally developed in public and with participation of non-Sun
volunteers.
