Jim - That's pretty much my method now, except I use comps brought into illustrator, where I use callouts to spec styles (rather than a word doc.)
The problem (for me) is this is time-intensive process, and puts the burden on the designer to flesh out everything; something inevitably gets missed. Time allowing, creating actual css seems the best method.
